Ingredients:
- 500 grams of fish meat (e.g. mackerel or snapper), finely chopped
- 100 grams tapioca flour
- 2 tablespoons of wheat flour
- 3 spring onions, finely sliced
- 2 tablespoons vegetable oil
- 2 tablespoons sweet soy sauce
- 2 tablespoons oyster sauce
- 2 tablespoons lime juice
- 1 tablespoon sugar
- 1 teaspoon salt
- 1 teaspoon ground pepper
- 1 egg, beaten well
- Banana leaves or cassava leaves for wrapping
Ground spices:
- 5 shallots
- 3 cloves of garlic
- 3 red chili peppers (adjust to desired level of spiciness)
- 1 cm ginger

How to make:
- Combine the finely chopped fish meat with tapioca flour, wheat flour, ground spices, spring onions, vegetable oil, sweet soy sauce, oyster sauce, lime juice, sugar, salt, and ground pepper. Mix well.
- Add the loose beaten egg into the batter and stir again until evenly mixed.
- Prepare banana leaves or cassava leaves that have been cleaned and dried.
- Take a some of the otak-otak batter and place it on a piece of banana leaf or cassava leaf.
- Fold the banana leaf or cassava leaf around the batter to form a small package. Tie using toothpicks or woven banana leaves.
- Do the same steps for the rest of the dough.
- Prepare a pot with boiling water. Put the package of otak-otak into the boiling water and boil for 10-15 minutes until cooked.
- Remove the otak-otak ikan from the boiling water and drain.
- If you want to give the otak-otak a smoky aroma and flavor, you can grill the otak-otak on hot coals or a grill for a few minutes until the banana leaves or cassava leaves are slightly charred and the otak-otak is fully cooked.
- Otak-otak is ready to serve. You can serve with peanut sauce or spicy soy sauce as a complement.
